Museveni appoints son-in-law Odrek to complete the Style

President Yoweri Tibuhaburwa Museveni has embarked on taking a firm grip on leadership through family appointments.

After the appointment of Lt Gen Muhoozi Kainerugaba, his son to the coveted position of Commander of Land Forces, having previously served as a senior advisor too, Mr Museveni has moved to make another resounding closet appointment of an in-law Odrek Rwabwogo as presidential adviser general duties.

In November 2009, Museveni surprised the world with the first appointment of his wife, Janet Museveni, as state minister for the northeastern Karamoja region. He also named his brother, Salim Saleh, as a new defense advisor.

Odrek Rwabwogo, the husband to the first daughter, Patience Rwabwogo now settles the succession and grooming puzzle.

You can’t forget that his brother Caleb Akandwanaho alias Salim Saleh has since remained a permanent overseer and senior presidential advisor while Museveni’s wife Janet Kataha’s second term as a cabinet minister in charge of education was renewed.

Rwabwogo’s appointment in no mean terms completes the family leadership closet and establishes a clear line of Museveni’s autocratic style.

Museveni also made several changes among Permanent Secretaries in which he appointed economist Ramathan Ggoobi as the new accounting officer for the Ministry of Finance.
This is in line with the Powers given to the President by Article 174 (2) of the 1995 Constitution of the Republic of Uganda.

Notable transfers include Keith Muhakanizi who has been moved to the Office of the Prime Minister whereas State House Comptroller Lucy Nakyobe has been appointed as the new Head of Public Service and Secretary to Cabinet and Deborah Katuramu has been appointed as her deputy.

The changes have also seen Jane Barekye appointed the new State House Comptroller whereas Alex Kakooza who has been in the Ministry of Education is now the Principal Private Secretary to the Vice President.

Maj Gen Kasura who was the Director of the National Leadership Institute(NALI) Kyankwanzi is the new Permanent Secretary in the Ministry of Agriculture whereas Kate Lamaro has been sent to the Ministry of Education and Sports.

Lt. Gen. Muhoozi Keinerugaba, Commander of the Land Forces and the first son to President Museveni.
